Letter to Secretary Moran regarding UVA violent arrest by ABC agents

March 23, 2015

The Honorable Brian Moran
Office of the Secretary of Public Safety and Homeland Security
P.O. Box 1475
Richmond, Virginia 23218

Dear Mr. Secretary,

The undersigned members of the Virginia House of Delegates Militia, Police, and Public Safety
Committee have serious concerns about the reports and images that have surfaced of the recent
arrest of a young University of Virginia student involving Virginia ABC police officers. We are
glad to see that Governor McAuliffe has taken swift action to open an investigation into this
most recent incident.

Unfortunately, as you well know, this is not the first incident in which ABC officers have been
accused of overly aggressive tactics in the Charlottesville area. We respectfully request that you
share your findings with regards to the Governor’s investigation at the appropriate time.
We also hope to have a discussion with you in the near future on the appropriate role of ABC
investigators and officers in our communities, and whether there may be less costly, less
dangerous ways to address the issue of underage drinking on our college campuses. Methods that
don’t put officers and students at risk of violent physical confrontations. We welcome any
suggestions you might have for legislation that would help you to address this very serious issue.

Thank you for your time.
